Науково-методичні аспекти нарощування експортного потенціалу в галузевій системі аграрного сектора України

UA: У статті розглянуто науково-методичного підходу до нарощування експортного потенціалу в галузевій системі аграрного сектора України за наявності об’єктивних геоекономічних ризиків. Науково-методичний під хід передбачає, визначення вагомих властивостей зовнішньоекономічної діяльності суб’єктів, які найбільше впливають на рівень нарощування експортного потенціалу в країні, а також ідентифікацію в галузевій системі аграрного сектора економіки компонент експортного потенціалу, що не обмежують можливості збільшення валютних надходжень від зовнішньоторговельних операцій. Наведено методичний інструментарій оцінювання експортного потенціалу зернового підкомплексу в галузевій системі аграрного сектора економіки. Представ ленофункціонально-ресурсний аналіз індикаторів нарощування експортного потенціалу зернового підкомплексу в галузевій системі аграрного сектора. За таким підходом увага фокусується, по-перше, на процесах, пов’язаних із використанням імпортної сировини в зерновому виробництві сільськогосподарської продукції; по-друге, на напрямах ефективної співпраці суб’єктів зернового виробництва з зовнішніми партнерами; по третє, на етапах розрахунку продовольчої безпеки експортного ланцюга суб’єктів зернового виробництва. При цьому, процедура оцінки стану безпеки зернового підкомплексу держави через ресурсну компоненту до зволяє діагностувати експортні можливості суб’єктів зовнішньоторговельних операцій за наявності численних геоекономічних ризиків, що диференціюються за допомогою експертної оцінки на індикаторні (прогнозні), ресурсно-функціональні, програмно-цільові (комплексні). Розроблено модель безпечного експортного ланцю га зернового підкомплексу в галузей системі аграрного сектора економіки, а також модель багатоканальної системи обслуговування експортного ланцюга. /// EN: The article considers a scientific and methodological approach to increasing export potential in the sectoral system of the agricultural sector of Ukraine in the presence of objective geoeconomic risks. The scientific and methodological approach involves determining the significant properties of foreign economic activity of entities that most affect the level of increasing export potential in the country, as well as identifying in the sectoral system of the agricultural sector of the economy components of export potential that do not limit the possibility of increasing foreign exchange earnings from foreign trade operations. Methodological tools for assessing the export potential of the grain subcomplex in the sectoral system of the agricultural sector of the economy are presented. A functional and resource analysis of indicators of increasing export potential of the grain subcomplex in the sectoral system of the agricultural sector is presented. According to this approach, attention is focused, firstly, on the processes associated with the use of imported raw materials in grain production of agricultural products; secondly, on the areas of effective cooperation of grain production entities with external partners; thirdly, on the stages of calculating the food security of the export chain of grain production entities. At the same time, the procedure for assessing the state of security of the grain subcomplex of the state through the resource component allows diagnosing the export capabilities of foreign trade entities in the presence of numerous geoeconomic risks, which are differentiated by expert assessment into indicator (forecasting), resource-functional, program-target (complex). A model of a safe export chain of the grain subcomplex in the branch system of the agricultural sector of the economy, as well as a model of a multi-channel export chain service system, has been developed. The level of security of the grain subcomplex in the sectoral system of the agricultural sector of the country's economy is equal to the productivity of servicing the export chain by product group, which is involved from outsourcing, during the current period and is formed by the logistics services center.

Інтеграція захисних інструментів платіжних систем в механізм забезпечення безпеки банківської системи

UA: В статті розглянуто напрями інтеграції захисних інструментів платіжних систем в механізмі забез печення безпеки банківської системи на засадах регламентованих міжнародних стандартів оверсайту до ритмічності руху грошово-кредитних платежів, залучення капіталу в міжбанківській інфраструктурі, що імплементується в мережі метапростору через процес сек`юридизації та під дією FinTech-ресурсів попереджує загрозу в операційній діяльності банків, координує, пришвидшує їх взаємодію в FinTech середовищі. Обґрунтовано, що відсутність колаборації та адекватної стратегії співробітництва банків та FinTech-компаній щодо мінімізації ризиків платіжних систем в міжбанківській інфраструктурі призводить до послаблення політики безпеки банківської системи та деформації платіжного процесу в країні. Дове дено, що за наявності оцифрованих параметрів кіберзахисту платіжних систем змінюється дія механізму забезпечення безпеки банківської системи країни, який спрямований на попередження загроз в міжбан ківській інфраструктурі. /// EN: The article considers the directions of integration of protective instruments of payment systems in the mechanism of ensuring the security of the banking system on the basis of regulated international standards of oversight to the rhythm of the movement of monetary and credit payments, attracting capital in the interbank infrastructure, which is implemented in the metaspace network through the process of securitization and under the influence of FinTech resources prevents the threat in the operational activities of banks, coordinates, accelerates their interaction in the FinTech environment. It is substantiated that the lack of collaboration and adequate cooperation strategy of banks and FinTech companies to minimize the risks of payment systems in the interbank infrastructure leads to a weakening of the security policy of the banking system and deformation of the payment process in the bank network. An expanded categorical apparatus is proposed to interpret the essence of the mechanism of ensuring the security of the banking system and the risks of payment systems in a decentralized interbank infrastructure. It is proven that changes in the mechanism for ensuring the security of the country's banking system can have a relevant effect if there are digitized elements in the economic component of the mechanism, on which the processes of cyber protection of payment systems are based, aimed at preventing threats in banking customer service, achieving goals in operational activities, expanding opportunities in interbank infrastructure. Digitized elements in the economic component of the mechanism should form qualitative criteria for highly efficient and coordinated work of banks and FinTech companies. A clear regulation of the methodology for minimizing payment system risks by formative digital elements is determined, which take into account technological, spatial-protective, adaptive-protective, FinTech-analytical and FinTech-operational support for the totality of money and credit transfers made. The process of securitization of the payment portfolio of state-owned banks of Ukraine was assessed in order to ensure the security of the NBU's SEP.

Забезпечення стійкого стану економічної безпеки сільськогосподарських підприємств України в умовах євроінтеграційних процесів

UA: У статті розглянуто аспекти забезпечення стійкого стану економічної безпеки сільськогосподарських під приємств України в умовах євроінтеграційних процесів. З позиції комплексного підходу забезпечення стій кого стану економічної безпеки сільськогосподарських підприємств варто розглядати в контексті трикутника відносин «інституції розвитку сільського господарства – сільськогосподарські підприємстві – інститути єв ропейського партнерства». Комплементарність інститутів розвитку сільського господарства та їх здатність відповідати умовам стійкості економічної безпеки сільськогосподарських підприємств доводить необхідність їх реструктуризації. Напрями реструктуризації інститутів прямо чи опосередковано пов’язані з формуванням сприятливого середовища до забезпечення євроінтеграційного процесу в інтересах сільськогосподарських підприємств. /// EN: The article considers aspects of ensuring a stable state of economic security of agricultural enterprises in Ukraine in the context of European integration processes. From the perspective of a comprehensive approach and state regulation of agriculture, ensuring a stable state of economic security of agricultural enterprises should be considered in the context of the triangle of relations “Agricultural development institutions – Agricultural enterprises – European partnership institutions”. European partnership contributes to the formation of the investment component of ensuring the stability of economic security of agricultural enterprises. The complementarity of agricultural development institutions and their ability to meet the conditions of stability of economic security of agricultural enterprises proves the need for their restructuring. The directions of restructuring should concern the entire set of institutions that are directly or indirectly related to the formation of a favorable environment for ensuring the European integration process in the interests of agricultural enterprises. Structuring relations at all levels under the influence of European integration processes, with the sign of economic security, should ensure resource relocation, which is regulated through the use of targeted programs of state support for the economic development of business entities and stimulation of diversification of production of agricultural enterprises in interaction with European partners. In the process of European integration, provided that trade liberalization and an open domestic market in Ukraine are achieved, economic security is achieved by those agricultural enterprises that realize national advantages, focusing on a constant increase in labor productivity, significantly reduce prices, energy and material consumption of products, and environmental load in relation to competitors, i.e. the introduction of a circular vector of development according to the principles of a green economy. Ukraine will gain EU candidate status and open up significant prospects for Ukrainian agricultural enterprises – attracting foreign investment under EU development programs.

UA: У статті розглянуто теоретичні аспекти розвитку фінансового потенціалу бурякоцукрового підкомплексу України в умовах євроінтеграції. Обґрунтовано, що переорієнтація бурякоцукрового підкомплексу Укра їни на європейський напрямок дозволяє адаптувати його фінансову складову до методів, важелів та інструментів фінансової системи, яка об’єднується в цілісну та підпорядковану структуру, забезпечуючи злагодженість усіх її елементів, що інтегруються із зовнішнього (європейського) до внутрішнього серед овища, формуючи системність функціональної компоненти окремої галузі за допомогою та під впливом факторів, що швидко змінюють платформу фінансового потенціалу на новий якісний рівень розвитку. Визначено основні підходи до розвитку фінансового потенціалу бурякоцукрового підкомплексу. В симбі озі категоріального апарату визначено нову дефініції «фінансовий потенціал бурякоцукрового підкомплексу». /// EN: The article examines the theoretical aspects of the development of the financial potential of the sugar beet sub-complex of Ukraine in the conditions of European integration. It is substantiated that the reorientation of the sugar beet sub-complex of Ukraine in the European direction allows to adapt its financial component to the methods, levers and tools of the financial system, which is combined into a coherent and subordinate structure, ensuring the coherence of all its elements, which are integrated from the external (European) to the internal environment , forming the system of the functional component of a separate industry with the help and under the influence of factors that quickly change the platform of financial potential to a new qualitative level of development. The main approaches to the development of the financial potential of the beet sugar sub-complex have been determined. In the symbiosis of the categorical apparatus, a new definition of "financial potential of the brown-sugar sub-complex" is presented. It has been proven that the financial potential of the sugar beet sub-complex is a complex multifaceted structure that embodies functional components and their elements that can be used to implement innovations, accumulate assets as reserves or stocks for future periods. This orientation of financial potential is a synthesis of the characteristics of features such as "asset", "reserve", "stock". It is substantiated that the integration of European institutions into the institutes for the development of the beet-sugar sub-complex surrounding the agricultural production branch and the sugar branch of the food industry, in the parameters of "consumers, competitors, suppliers, infrastructure, financial relations", allows to combine them into a single system and expand the functions "external market signals" of financial potential. External market signals are equated with financial indicators to determine the optimal criteria for the formation of added value and balance the stimulating factors and destimulating factors of "green" finance, which identify the real possibilities of financial resources for the requirements of European institutions.

Безпечний стан інноваційного розвитку туристичної індустрії в економічній системі держави

UA: В статті визначено модернізаційну парадигму безпечного інноваційного розвитку туристичної індустрії. Доповнено модель безпеки інноваційного розвитку туристичної індустрії, яка враховує фактор-ризики з де структивним характером. Розкрито зміст безпечної інноваційної діяльності туристичної індустрії. Запропоно вано структурні компоненти модернізаційної парадигми безпечного інноваційного розвитку туристичної інду стрії: соціальна безпека туристів; безпека інноваційного розвитку туристичного бізнесу; безпека туристичних об’єктів; безпека туристичних потоків. Сформовано систему показників оцінки рівня соціальної компоненти безпечного інноваційного розвитку туристичної індустрії в територіальній туристичній дестинації. Обґрунто вано комплексний підхід оцінки безпечного стану інноваційного розвитку туристичної індустрії в економічній системі з метою забезпечення безпечного інноваційного розвитку туристичної індустрії в Україні. /// EN: The article defines the architecture of the modern modernization paradigm of safe innovative development of the tourism industry, which should be based on innovative, infrastructural and safety components. The safety model of the innovative development of the tourist industry based on the classical approach, which takes into account the risk factor with a destructive nature, has been supplemented. The content of safe innovative activity of the tourism industry is revealed, as the state of functioning of territorial tourist destinations in a certain period, which is charac terized by the absence of destructive influences, threats and risks capable of slowing down the stable tourist flow in the future period. It is proposed to single out the following structural components of the modernization paradigm of safe innovative development of the tourism industry: safety of innovative development of the tourist business; security of tourist facilities; safety of tourist flows; social security of tourists. The mathematical assessment of the safe state of the innovative development of the territorial tourist destination is formalized. A system of indicators for assessing the level of the social component of the safe innovative development of the tourist industry in the territorial tourist destination has been formed. It is proven that the modernization paradigm of safe innovative development of the tourism industry takes place under the influence of a complex combination of external and internal factors, the specifics of which influence depends on the specialization of territorial tourist destinations, their tourist potential and the conjuncture of the national and international tourist market. The number of subjects of tourist activity was calcu lated on average per territorial tourist destination and in Ukraine as a whole, which characterize the overall functional potential of the tourism industry in the country by the number of tourist services. The comprehensive approach of assessing the safe state of innovative development of the tourism industry in the economic system of the state in order to ensure the safe innovative development of the tourist industry in Ukraine is substantiated.
