Методологічні підходи до вимірювання економічної ефективності ринку житлового найму у соціально-просторовому контексті

Abstract

UKR: Стаття присвячена систематизації методологічних підходів до вимірювання економічної ефективності ринку житлового найму у соціально-просторовому контексті. У роботі розглянуто кількісні, якісні, індексні та комплексні методи оцінювання, що дозволяють врахувати економічні параметри, інституційне середовище та соціальні чинники розвитку ринку. Показано, що універсального показника ефективності не існує: для наймодавця важлива дохідність, для наймача – доступність, для держави – збалансованість і стабільність, а для регіону – оптимальність просторового розподілу житла. Автор виокремлює два підходи – індикаторний та соціально-просторовий, які у поєднанні забезпечують багатовимірний аналіз функціонування ринку. Особлива увага приділяється територіальній диференціації, стратифікації населення та використанню геоінформаційного моделювання для виявлення регіональних диспропорцій. Зроблено висновок про необхідність інтеграції економічних, соціальних та інституційних факторів у єдину систему оцінювання ефективності ринку житлового найму. ENG: The article is devoted to the systematization of methodological approaches to measuring the economic efficiency of the rental housing market in a socio-spatial context. The study emphasizes that rental housing operates as a relatively autonomous segment of the housing market, combining features of commodity, investment, and social markets. Therefore, efficiency cannot be reduced solely to profitability or rent dynamics; it also encompasses housing affordability, stability of rental relations, balance between supply and demand, and integration into regional socio economic systems. The paper reviews four main methodological approaches: quantitative, qualitative, index-based, and complex. Quantitative methods rely on statistical indicators such as rent levels, vacancy rates, and demand–supply dynamics. Qualitative methods focus on institutional frameworks, legal regulation, and state housing policy. Index-based approaches employ integrated indicators like rent-to-income ratios and affordability indices, enabling cross-country and regional comparisons. Complex approaches integrate diverse indicators into multi-criteria systems, allowing for comprehensive evaluation of economic, social, and institutional dimensions. The article highlights that there is no universal measure of efficiency: landlords prioritize profitability, tenants emphasize affordability, governments seek balance and stability, while regions value spatial optimization. Two complementary approaches are distinguished: the indicator approach, which includes Gross and Net Rental Yield, Rent Burden, Vacancy Rate, and Turnover Rate; and the socio-spatial approach, which applies spatial stratification, regional typologization, and geoinformation modeling to reveal territorial disparities and socio-economic heterogeneity. The study concludes that assessing the efficiency of the rental housing market requires multidimensional integration of economic, social, and institutional factors, as well as spatial analysis to identify regional disproportions and patterns of rental housing development. This comprehensive methodology provides a more accurate understanding of the functioning of rental housing markets and supports evidence based housing policy.
