Економічна спадковість як детермінанта ефективності фінансових механізмів повоєнного відновлення: нова парадигма розвитку господарських систем

Abstract

UKR: У статті здійснено комплексне теоретико-методологічне обґрунтування економічної спадковості як системоутворюючого фактора та ключового детермінанта ефективності фінансових механізмів повоєнного відновлення економіки; розкрито багатовимірну природу економічної спадковості; доведено, що економічне зростання в умовах відновлення має резонансну природу, яка виникає за умови узгодженості ключових параметрів економічної системи, тоді як дисбаланси між ними знижують мультиплікативний ефект інвестицій; наведено емпіричну інтерпретацію на основі узагальнення міжнародного досвіду повоєнного відновлення та аналітичної оцінки сучасних умов розвитку економіки України; обґрунтовано, що результативність фінансових механізмів визначається рівнем їх узгодженості з інституційним середовищем, структурними характеристиками економіки та спадково зумовленими моделями економічної поведінки; запропоновано концептуальну модель підвищення ефективності фінансових механізмів повоєнного відновлення. ENG: The article provides a comprehensive theoretical and methodological justification of economic heredity as a system-forming factor and a key determinant of the effectiveness of financial mechanisms for post-war economic recovery. The multidimensional nature of economic heredity is revealed through its structural, institutional and behavioral components that form the inertia of the development of economic systems and determine their ability to adapt in conditions of transformational changes. The concept of an institutional-heredity filter for the transformation of financial resources is proposed, which allows us to explain the differentiated efficiency of the use of financial flows depending on the quality of the institutional environment and historically formed parameters of the economy. It is proven that economic growth in conditions of recovery has a resonant nature, which arises under the condition of consistency of the key parameters of the economic system, while imbalances between them reduce the multiplicative effect of investments. An empirical interpretation was carried out based on a generalization of international experience in post-war recovery and an analytical assessment of the current conditions for the development of the Ukrainian economy, which allowed us to identify the dominance of external financial resources, the presence of an institutional lag, and the influence of structural inertia on the effectiveness of recovery processes. It was substantiated that the effectiveness of financial mechanisms is determined not only by the volume of resources involved, but also by the level of their consistency with the institutional environment, structural characteristics of the economy, and hereditarily determined models of economic behavior. Strategic directions for adapting Ukraine's financial policy have been identified, which provide for the synchronization of financial and institutional processes, structural reorientation of investments, the development of domestic financial markets, and the use of economic heredity as a resource for development, which together form a new paradigm for ensuring effective and sustainable post-war recovery of the economy.
