Малий бізнес у сільському господарстві в контексті реалізації цілей сталого розвитку

Abstract

UKR: Розглянуто малий бізнес у сільському господарстві як ключовий елемент сталого розвитку територій, який має високу життєстійкість та здатність швидко адаптуватися до форс-мажорних обставин та діяльності в умовах воєнного часу. Наведено існуючі підходи (законодавчі, статистичні, фіскальні) щодо визначення суб’єктів малого бізнесу в сільському господарстві України за розміром. Виділено п’ять основних Цілей сталого розвитку: 1. Подолання бідності, 2. Подолання голоду та сталий агросектор, 13. Пом’якшення наслідків зміни клімату, 15. Захист та відновлення екосистем суші, 8. Гідна праця та економічне зростання, які розглянуто в розрізі ключових індикаторів, інструментів реалізації завдань та отримання основних очікуваних результатів щодо сталого розвитку малих форм бізнесу в сільському господарстві України. Доведено, що основним інструментом реалізації завдань сталого розвитку є системна підтримка малого агробізнесу. ENG: Small business in agriculture is considered as a key element of sustainable development of the territory, which has high viability and the ability to quickly adapt to force majeure events and activities in wartime conditions. Existing approaches (legislative, statistical, fiscal) to determine small business entities in the agriculture of Ukraine by size are highlighted. It is stated that in the conditions of an insufficiently formed profile of small business in agriculture, four groups of agricultural producers are appropriately defined as its entities: 1) agricultural enterprises (including farms) - legal entities; 2) family farms registered in accordance with the legislation of Ukraine as individual entrepreneurs; 3) households that form agricultural activities for the purpose of self-sufficiency in food and production of marketable agricultural products; 4) other commercial producers of agricultural products, who actually fall into the category of small farmers (individual entrepreneurs who work on small land plots or have a fairly small volume of turnover). It was determined that it is most appropriate to refer to the legally established segmentation of business entities, where the main two criteria are the amount of income from any activity per year and the number of employees .By 2030, the development of agriculture and rural areas of Ukraine should be purposefully linked to the implementation of relevant sustainable development goals. Five main sustainable development goals have been identified, which pave the way for a sustainable and sustainable future of agriculture and offer a transformational basis for solving the problem of the principle of harmonizing agricultural practices of small forms of agrarian business with an indication of sustainable development: 1. No Poverty, 2. Zero Hunger, 13. Climate Action, 15. Life on Land, 8. Decent Work and Economic Growth. The selected Sustainable Development Goals are considered in terms of key indicators, tools for implementing tasks and obtaining the main expected results regarding the sustainable development of small forms of business in agriculture in Ukraine. It is proven that the main tool for implementing sustainable development tasks is systemic support for small agribusiness, which is especially important for the restoration and modernization of rural areas and reducing the difficulties encountered in performing their environmental functions, especially in conditions of military challenges.
