Аксіологічні аспекти розвитку цифрової культури в українському суспільстві

Abstract

UA: У статті розглянуто аксіологічні аспекти розвитку цифрової культури в українському суспільстві, що стають особливо актуальними в умовах глобальної диджиталізації та зростання ролі інформаційних технологій у повсякденному житті. Основну увагу приділено таким ключовим напрямам, як збереження культурної спадщини, забезпечення соціальної рівності, підтримка інноваційності та дотримання етичних норм у цифровому середовищі. Цифрова культура визначається не лише як технологічне явище, але й як комплекс соціальних та ціннісних трансформацій, що впливають на суспільну свідомість, міжособистісну взаємодію та управлінські процеси. У статті акцентовано увагу на збереженні культурної спадщини за допомогою цифрових інструментів, таких як оцифрування архівів, створення віртуальних музеїв та використання 3D-технологій для реставрації історичних пам’яток. Розкрито значення цих процесів для національної ідентичності та доступу до культурного надбання. Особливо важливим є розвиток інклюзивних практик, які спрямовані на усунення цифрового розриву між різними верствами населення. Інноваційність розглядається як рушійна сила трансформаційного потенціалу цифрової культури, що стимулює створення нових технологічних продуктів і послуг, а також відкриває перспективи для розвитку стартапів і технологічних екосистем. Повага до прав людини у цифровому просторі визначається як ключовий аксіологічний пріоритет, що включає захист персональних даних, протидію кібербулінгу та забезпечення інформаційної безпеки. У цьому контексті особливу роль відіграють етичні принципи використання штучного інтелекту та алгоритмічних систем. Зазначено, що ефективне впровадження цих принципів можливе лише за умов міждисциплінарного підходу, що поєднує технологічні, соціальні та правові аспекти. Дослідження пропонує глибокий аналіз аксіологічних основ цифрової культури в українському суспільстві, обґрунтовує необхідність інтеграції ціннісних підходів у стратегічні програми цифровізації та формування етичних стандартів у цифровому середовищі. Практичні реко мендації включають розвиток інфраструктури цифрової освіти, популяри зацію оцифрування культурної спадщини, удосконалення законодавства у сфері інформаційних технологій і забезпечення інклюзивного доступу до цифрових ресурсів. /// EN: The article examines the axiological aspects of the development of digital culture in Ukrainian society, which are becoming especially relevant in the conditions of global digitalization and the growing role of information technologies in everyday life. The main attention is paid to such key areas as preserving cultural heritage, ensuring social equality, supporting innovation and observing ethical norms in the digital environment. Digital culture is defined not only as a technological phenomenon, but also as a complex of social and value transformations affecting public consciousness, interpersonal interaction, and management processes. The article focuses on the preservation of cultural heritage with the help of digital tools, such as the digitization of archives, the creation of virtual museums and the use of 3D technologies for the restoration of historical monuments. The significance of these processes for national identity and access to cultural heritage is revealed. It is noted that the development of inclusive practices aimed at eliminating the digital divide between different segments of the population is especially important. In the study, innovativeness is considered as a driving force of the transformative potential of digital culture, which stimulates the creation of new technological products and services, and also opens perspectives for the development of startups and technological ecosystems. Respect for human rights in the digital space is defined as a key axiological priority, which includes the protection of personal data, countering cyberbullying and ensuring information security. It is emphasized that the ethical principles of using artificial intelligence and algorithmic systems play a special role. The article states that the effective implementation of these principles is possible only in the conditions of an interdisciplinary approach combining technological, social and legal aspects. The study offers an in-depth analysis of the axiological foundations of digital culture in Ukrainian society, substantiates the need to integrate value approaches into strategic digitalization programs and the formation of ethical standards in the digital environment. Practical recommendations include the development of digital education infrastructure, popularization of digitization of cultural heritage, improvement of legislation in the field of information technologies and ensuring of inclusive access to digital resources.
