Трансформація фінансового забезпечення інвестиційних проєктів в Україні в умовах війни

Abstract

UKR: У статті досліджено сучасні особливості фінансового забезпечення інвестиційних проєктів в Україні в умовах воєнного стану та його роль у бізнес-плануванні. Узагальнено наукові підходи до трактування джерел фінансування інвестиційної діяльності, розкрито місце фінансового плану у структурі бізнес-плану та показано вплив зовнішнього середовища на вибір фінансової моделі проєкту. На основі офіційних статистичних даних проаналізовано динаміку капітальних інвестицій, зміни їх структури за видами активів, джерелами фінансування та видами економічної діяльності в період 2020–2024 рр. Окрему увагу приділено динаміці прямих іноземних інвестицій, яка засвідчила нестійкість зовнішнього фінансування. Обґрунтовано, що в сучасних умовах фінансовий розділ бізнес-плану має спиратися на поєднання власних коштів, державної підтримки, грантових програм і пільгового кредитування. ENG: The article examines the modern features of financial support for investment projects in Ukraine under martial law and substantiates their significance in the structure of business planning. The starting point is the statement that in modern conditions, sources of financing determine not only the resource base of the project implementation, but also its economic feasibility, risk tolerance, time parameters and possibilities of anti-crisis adaptation. Scientific approaches to the interpretation of sources of financing for investment activities are summarized, the place of the financial plan in the business plan is revealed and the influence of the external environment on the choice of the project financial model is shown. Based on official statistical data, the dynamics of capital investments in Ukraine by types of assets, sources of financing and main types of economic activity in 2020–2024 were analyzed. It was found that after a sharp decline in 2022, investment activity gradually recovered, however, its structure underwent significant changes: the role of enterprises' own funds, state financing, investments in tangible assets, transport, equipment, software and industries that ensure the functional stability of the economy increased. The dynamics of foreign direct investments were separately analyzed, which demonstrated the unstable nature of external financing and its high dependence on security risks. The importance of grant programs, preferential lending, industrial parks and mechanisms for state stimulation of large investors as real sources of support for investment projects was revealed. It was substantiated that in modern conditions, the financial section of the business plan should be built on a combination of several sources of resources, a scenario approach and taking into account the requirements of specific support programs. The practical significance of the results obtained lies in the possibility of their use in the preparation of business plans, investment applications, and financial models of projects in a war.
