Стратегічне управління післявоєнним відновленням України в контексті європейської інтеграції

Abstract

UA: У статті досліджено концептуальні підходи та практичні механізми стратегічного управління процесом післявоєнного відновлення України з урахуванням європейських інтеграційних орієнтирів. Здійснено PESTEL-аналіз зовнішнього середовища, що визначає контекст управлінських рішень, а також проведено порівняльне дослідження (benchmarking) досвіду інших європейських країн у післявоєнній реконструкції. Визначено розриви (gap-аналіз) між поточним станом української системи стратегічного управління та стандартами ЄС. Розглянуто роль цифрових платформ, міжнародних програм і залучення громад у процес формування стратегій відновлення. Обґрунтовано необхідність формування цілісної системи стратегічного управління, яка ґрунтується на принципах відкритості, прозорості, сталості та інституційної спроможності. /// EN: The article presents a comprehensive study of the conceptual foundations and practical mechanisms of strategic management in Ukraine’s post-war recovery, viewed through the lens of European integration and sustainable development. As Ukraine faces the complex consequences of full-scale military aggression, the modernization of its governance system requires a strategic, coordinated, and forward-looking approach to rebuilding communities, restoring infrastructure, and strengthening institutional resilience. The research focuses on identifying the key strategic directions that can ensure long-term sustainability and effective coordination between all levels of public administration. A detailed PESTEL analysis was conducted to evaluate the external political, economic, social, technological, environmental, and legal factors influencing strategic decision-making in Ukraine’s recovery phase. In addition, benchmarking of strategic approaches adopted by post-conflict European countries—such as Croatia and Bosnia and Herzegovina—provided valuable insights into successful policy models and tools that could be adapted for the Ukrainian context. Gap analysis revealed significant discrepancies between Ukraine’s current strategic planning framework and the governance standards of the European Union, particularly regarding transparency, participatory processes, and accountability mechanisms. The article also emphasizes the role of digital transformation in enhancing the efficiency of strategic governance. The use of digital platforms, geospatial data, and AI-assisted analytics contributes to evidence-based planning, real-time monitoring, and increased public involvement. Special attention is given to the integration of international donor support and multilateral recovery programs (e.g., the EU’s Ukraine Facility, World Bank projects), as well as the activation of civic engagement mechanisms through open data portals, public consultations, and community-based planning initiatives. Based on the research findings, the paper substantiates the urgent need to develop a comprehensive national strategic management architecture aligned with EU principles. This includes adopting multi-level governance models, improving the regulatory framework, expanding human resource capacity in strategic planning units, and strengthening intersectoral coordination. The author argues that only through a transparent, inclusive, and innovation-driven strategic governance system can Ukraine achieve effective post-war recovery and confidently move towards its European future.
