Синергія офісного та комунікаційного менеджменту в системі сучасної професійної етики

Abstract

UKR: У статті досліджено стратегічну взаємодію між офісним і комунікаційним менеджментом у контексті формування сучасної системи професійної етики у публічному управлінні. Наголошується, що саме синергія цих двох управлінських складників дозволяє забезпечити ефективність комунікацій, прозорість процесів, дотримання етичних стандартів і посилення довіри до державних інституцій. Особлива увага приділяється викликам післявоєнного відновлення в Україні та необхідності трансформації управлінської культури на основі європейських етичних практик. У роботі проведено порівняльний аналіз комунікаційних підходів у публічному секторі різних країн Європи, окреслено приклади застосування синергетичних рішень у публічному адмініструванні, запропоновано рекомендації для формування стандартів офісної та комунікаційної взаємодії з урахуванням принципів професійної доброчесності та державного етикету. ENG: The article examines the synergy of office and communication management within the system of modern professional ethics in public administration under conditions of martial law, post-war recovery, and European integration transformations in Ukraine. It substantiates that the integration of internal organizational mechanisms of office management with strategic communication management tools forms a fundamentally new quality of managerial activity based on transparency, accountability, ethical responsibility, and institutional trust. In the context of contemporary crisis challenges, professional ethics is considered not merely as a regulatory framework but as a system-forming factor that ensures coherence between administrative processes, communication practices, and managerial decision making. The study is based on systemic, institutional, comparative, and structural-functional approaches, which allow office and communication management to be analyzed as interrelated subsystems of public administration. Methods of content analysis of нормативно-правових and strategic documents, as well as generalization of analytical reports of international organizations such as OECD and the European Commission, are applied. This makes it possible to identify key challenges in the functioning of the public sector in Ukraine, including fragmentation of organizational processes, insufficient digitalization, weak institutionalization of ethical standards, and lack of interdisciplinary competencies among public servants. The paper provides a comparative analysis of European and Ukrainian practices, demonstrating that in EU countries office and communication management are integrated into a unified system based on the principles of good governance, openness, and accountability, while in Ukraine these processes remain largely fragmented and situational. Particular attention is given to practical cases of implementing synergistic solutions in public administration, which confirm that coordination between internal office processes and communication strategies significantly improves institutional performance, reduces informational risks, and enhances public trust. The scientific novelty lies in the development of a conceptual approach to understanding the synergy of office and communication management as an integrated management model grounded in professional ethics. Key areas of interaction are identified, including document management, internal communications, spatial organization of office environments, and information support of decision making processes. The study proposes to consider professional ethics as a strategic mechanism for integrating managerial functions and ensuring the sustainability of public administration systems. The practical significance of the results lies in the possibility of applying the proposed approaches in improving administrative practices, developing ethical codes, communication protocols, and training programs for public servants. It is concluded that the institutionalization of the synergy of office and communication management should become a strategic priority for the modernization of public administration in Ukraine in line with European integration objectives.
