Abstract: UK: Це наукове дослідження розглядає публічне управління забезпеченням територіальних громад якісною початковою та інклюзивною освітою. Досліджено проблематику освіти, акцентовано увагу на супровід реформування освіти та децентралізації. Детально розглянуто освітню мережу Приазовської об’єднаної територіальної громади, її фінансове забезпечення, зміни під час реформування та децентралізації, а також їх наслідки. Встановлено, що рішення про створення опорних шкіл має приймати громада не тільки на основі економічного обґрунтування, а й на основі опитувань жителів громади з урахуванням соціального аспекту. Основою для прийняття рішення про закриття малокомплектних шкіл стає значна витратність освітньої галузі в бюджеті територіальної громади. Визначено, що фінансування освіти Приазовської об’єднаної територіальної громади до 2018 року здійснювалося спочатку за рахунок освітньої субвенції з Державного бюджету та обласного, за рахунок власного бюджету громади, надалі було змінено порядок нарахування субвенцій, і територіальні громади почали отримувати два види субвенцій / дотацій, з яких мали утримувати освіту. Ретельно розглянуто публічне управління у галузі створення інклюзивного компоненту навчання як підготовчий і практичний, так і підсумковий етапи. Проаналізовано фінансування інклюзивного компоненту навчання та співвідношення фінансування до початкових класів. Встановлено, що упровадження інклюзивного компоненту зробить освітній простір соціальним простором співпраці, відкритим як для учасників освітньої спільноти, так і для громади. Визначено, що основними ризиками при впровадженні інклюзивних класів Нової української школи є слабкість матеріально технічної бази, нестача фінансових ресурсів, висококваліфікованих кадрів. Мінімізувати ці ризики можливо за допомогою пристосування наявної матеріально-технічної бази до нових умов і проведення роз’яснювальної роботи. Зроблено висновки щодо підсумкових результатів реформування та децентралізації освітньої галузі. EN: United Territorial Community This research study examines the public governance of providing local communities with quality primary and inclusive education. The issues of education as a whole are explored, and the emphasis is on the support of education reform and decentralization. The educational network of the Azov United Territorial Community, its financial support, changes during reform and decentralization, and their consequences are discussed in detail. It is established that the decision to establish support schools should be made by the community not only on the basis of economic justification, but also on the basis of surveys of the residents of the community taking into account the social aspect. However, the major decision-making on the closure of small-scale schools is the high cost of education in the budget of the local community. It has been determined that the education of the Azov United Territorial Community until 2018 was initially financed by an educational subvention from the State budget and a regional budget, and at the expense of the community’s own budget; grants from which they were to withhold education. Public administration in the area of creating an inclusive learning component, both preparatory and practical and final stages, is carefully considered. The financing of the inclusive learning component and the ratio of funding to primary grades as a whole are analyzed. It has been established that the implementation of an inclusive component will make the educational space a social, collaborative space open to both members of the educational community and the community. It is determined that the main risks in the implementation of inclusive classes of the New Ukrainian School are the weakness of the material and technical base, the lack of financial resources, the lack of highly qualified personnel. It was possible to minimize these risks by adapting existing logistics facilities to new conditions and providing outreach. Conclusions have been made on the overall results of the reform and decentralization of the education sector.
