Економічна безпека сільськогосподарських підприємств в умовах захоплення земель

Abstract

UA: В статті проаналізовано сучасний стан економічної безпеки та напрями її підвищення в аграрних підприємствах в умовах захоплення земель. Визначено способи захоплення земель в Україні. Виокремлено ряд соціально-економічних та екологічних проблем, які виникають в результаті захоплення земель. Для досягнення підвищення економічної безпеки землекористування сільськогосподарських підприємств запропоновано стратегії, які захищають права агровиробників, забезпечують засоби для функціонування підприємств та дозволяють їм продовжувати продуктивне землекористування, незважаючи на зовнішній тиск. EN: The article analyzes the current state of economic security and directions for its improvement in agricultural enterprises in conditions of land seizure. The methods of taking over land in Ukraine are defined as: conclusion of additional land lease contracts; conclusion of long-term lease agreements; purchase of land plots that are leased by another business entity; purchase of corporate rights of an enterprise or farm that is a tenant/owner of land plots; arbitrary plowing by the tenant of hay fields and pastures that are part of land shares, etc. As a result of the seizure, the area of arable land as the most profitable type of agricultural land increases, which creates a number of socio-economic and ecological problems: the deterioration of the development of family farming, the reduction of livestock, the decrease in the income level of local residents, the deterioration of food security, employment, and the communities' lack of adequate revenues for the local budget, the threat of soil quality, the destruction of ecosystems, the pollution of rivers and sources of drinking water with fertilizers and toxic chemicals. The article proposes strategies aimed at increasing the economic security of land use by agricultural enterprises, in particular, a strategy for strengthening the legal framework for the protection of land rights and ensuring reliable land tenure, a strategy for developing opportunities for agricultural enterprises to collectively defend their rights to land, a strategy for early detection and response potential land grab situations, strategies to increase the profitability of agricultural enterprises, which will create an environment in which agricultural enterprises will be better equipped to protect their land, to provide livelihoods and economic security against the pressure of land grabbing.
