Інституціональне забезпечення системи публічної влади в історичному і системному контексті розвитку публічного управління та адміністрування

Abstract

UK: Актуальність дослідження закономірностей розвитку інститутів публічної влади як матриці інституціонального забезпечення системи публічного управління та адміністрування, так і її окремих підсистем, зумовлена, по-перше, потребою вивчати об’єктивні процеси, що сприяють формуванню інститутів публічної влади, і створюють умови для енерго-інформаційної взаємодії суб’єктів влади; по-друге, визначенням структурних складових інституціоналізації, що результують вивчення побудови системи та інститутів публічної влади сучасного суспільства та предметного наповнення інститутів публічної влади, що має когнітивне і практичне значення, та за допомогою яких можна інтерпретувати осягнення онтології інститутів публічної влади як таких, що визначають демократичний поворот в осмисленні політичних процесів Мета статті – концептуалізація інституціонального забезпечення системи публічної влади як основи розвитку публічного управління та адміністрування, в контексті яких обґрунтована сутність, специфіка, зміст публічної влади як атрибутивної характеристики сучасного управлінського процесу. Об’єкт дослідження – інституціональне забезпечення публічної влади в Україні та структурні складові цього процесу, що результують вивчення побудови системи та інститутів публічної влади та морфологізують характер і форми внутрішньосистемних зв’язків, форм, методів, засобів функціонування органів публічної влади. Визначено та удосконалено поняття «інститут», «інституціональне забезпечення» системи публічної влади та «інституціоналізація», що являють собою перетворення політичних явищ і процесів та їх перетворення на упорядкований процес, органічну сутність з певною структурою відносин, ієрархією влади різних рівнів, пов’язаних між собою нормами права, які регулюють певні суспільні відносини сучасному українському суспільстві. Розроблено напрями оптимізації інституціонального забезпечення системи публічної влади як основи розвитку публічного управління та адміністрування. Практичне значення дослідження в оптимізації інституціонального забезпечення системи публічної влади як основи розвитку публічного управління та адміністрування, що сприятиме підвищенню ефективності публічного управління та адміністрування на сучасному етапі трансформації управлінських процесів. EN: The actuality of the research of the regularities of development of public power institutions as a matrix of institutional support of the system of public administration and its separate subsystems is conditioned, firstly, by the need to study the objective processes which promote the formation of public power institutions and create conditions for energy and information interaction of the subjects of power, and secondly, by the definition of the structural components of institutionalization, which give the result of studying the construction of the system and institutions of public authority of modern society and the subject content of the institutions of public authority, has cognitive and practical value, and with the help of which it is possible to interpret the ontology of the institutions of public authority as such, which determine a democratic turn in the understanding of political processes. The goal of the article is to conceptualize the institutional assurance of the public authority system as the basis of public administration, in the context of which the very essence, specificity, content of public authority as an attributive characteristic of the modern management process is justified. The object of research work is institutionalization assurance of public law in Ukraine and structural components of this process. The object of the research is the institutional assurance of public authority in Ukraine and the structural components of this process, as a result of studying the construction of the system and institutions of public authority and morphologizing the character and forms of internal systems connections, forms, methods, means of functioning of public authorities. Determined and improved notions of "institution", "institutional assurance" of the system of public authority and "institutionalization", which are transformations of political phenomena and processes and their transformation into an orderly process, an organic essence with a certain structure of relations, hierarchy of power of different levels, connected with each other by norms of law, regulating certain social relations of modern Ukrainian society. There have been developed the directions of optimization of institutional provision of public power system as a basis of public administration. Practical meaning of the research in optimizing the institutional assurance of the public authority system as a basis for public management , which will promote the improvement of efficiency of public administration at the present level of transformation of management processes.
