Теоретико-політологічне обгрунтування стратегії сталого розвитку

Abstract

UK: У статті автор аналізує концепцію сталого розвитку, орієнтовану на створення передумов і умов гармонійного управління політичними, соціальними та економічними процесами в інтересах прийдешніх поколінь. Концепція сталого розвитку пропонує включення наукових ідей у процес прийняття політичних рішень, а також прямий вихід на рівень стратегічного планування. Вона містить у собі набір алгоритмів, що дозволяють колегіально, на основі міжнародного консенсусу вирішувати ряд абсолютно нових теоретико-політологічних завдань. Незважаючи на те, що високий статус концепції сталого розвитку як однієї з найвпливовіших політичних доктрин, які зумовили становлення нових парадигм в області підготовки та прийняття політичних рішень, і властиві їй функції інтегратора світової спільноти зумовлюють неослабний інтерес до неї як до об’єкта теоретико-політологічних досліджень, феномен її перетворення в загальновизнану політичну концепцію, що стала основою національних стратегій довгострокового розвитку в більшості країн світу, ще не відбувся. Одна з основних функцій політичної концепції сталого розвитку полягає в тому, що закладені в ній цільові установки здатні консолідувати людей різних національностей і політичних орієнтацій, соціальних і професійних груп, створюючи умови в інтересах мінімізації та усунення надзвичайних ризиків, пов’язаних з дисбалансом соціоприродних систем. Цей процес безпосередньо пов’язаний з поступовим розширенням меж форматів тієї політичної практики, яку можна кваліфікувати як дії світової спільноти щодо переходу до сталого розвитку і як розширення соціальної бази, яка забезпечує ефективність регіональних і субрегіональних (національних) стратегій сталого розвитку. Цільова установка сталого розвитку трактується однозначно і залишається такою ж – це можливість виходу на такий рівень розвитку, коли глобальні, регіональні та національні процеси оптимізуються, забезпечуючи збереження якісних і кількісних характеристик життєдіяльності як нинішнього, так і майбутніх поколінь. Одна з основних функцій політичної концепції сталого розвитку полягає в тому, що закладені в ній цільові установки здатні консолідувати людей різних національностей і політичних орієнтацій, соціальних і професійних груп, створюючи умови в інтересах мінімізації та усунення надзвичайних ризиків, пов’язаних з дисбалансом соціоприродних систем. EN: The author has analyzed the concept of sustainable development, focused on creating the prerequisites and conditions for the harmonious management of political, social and economic processes in the interests of future generations. The concept of sustainable development offers the inclusion of scientific ideas in the process of political decision-making, as well as direct access to the level of strategic planning. It contains a set of algorithms that allow to collectively, based on international consensus, solve a number of completely new theoretical and political problems. Despite the fact that the high status of the concept of sustainable development as one of the most influential political doctrines that predetermined the formation of new paradigms in the field of preparation and adoption of political decisions, and its inherent functions of an integrator of the world community, determine the unremitting interest in it as an object of theoretical and political research, the phenomenon of its transformation into a universally recognized political concept that has become the basis of national strategies for long-term development in most countries of the world has not yet occurred ate. One of the main functions of the political concept of sustainable development is that the goals laid down in it are able to consolidate people of different nationalities and political orientations, social and professional groups, creating conditions for minimizing and eliminating the extraordinary risks associated with the imbalance of social and natural systems. This process is directly related to the gradual expansion of the boundaries and formats of the political practice that can be qualified as the actions of the world community in the transition to sustainable development and as an expansion of the social base that ensures the effectiveness of regional and subregional (national) strategies for sustainable development. The goal of sustainable development is interpreted unambiguously and remains the same – it is an opportunity to reach a level of development when global, regional and national processes are optimized, ensuring the preservation of qualitative and quantitative characteristics of the life of both current and future generations. One of the main functions of the political concept of sustainable development is that its target units are able to consolidate people of different nationalities and political orientations, social and professional groups, creating conditions in the interests of minimizing and eliminating extreme risks associated with the imbalance of socio-natural systems.
