Abstract

UK: Дисертація на здобуття наукового ступеня кандидата економічних наук за спеціальністю 08.00.04 - економіка та управління підприємствами (за видами економічної діяльності). - Харківський національний технічний університет сільського господарства імені Петра Василенка, Таврійський державний агротехнологічний університет, Мелітополь, 2017. У дисертаційній роботі узагальнено теоретичні та методологічні засади ідентифікації та оцінки експортного потенціалу аграрних підприємств. Проаналізовано чинники розвитку експортного потенціалу аграрних підприємств та удосконалено методичний підхід до їх класифікації. Проаналізовано сучасний стан та основні тенденції розвитку ринку зерна ячменю, проведено аналіз виробництва, збуту та експорту зерна ячменю сільськогосподарськими підприємствами. На основі кореляційно-регресійного аналізу встановлено, що на обсяги експорту зерна ячменю найбільший вплив мають експортна ціна зерна пшениці, експортна ціна зерна ячменю, обсяг експорту зерна пшениці Україною, співвідношення світової ціни на зерно ячменю до внутрішньої ціни, валовий збір зерна ячменю в Україні. Обґрунтовано напрями використання інтеграційного інструментарію розвитку експортного потенціалу аграрних підприємств на ринку зерна ячменю на основі коопераційних засад їх збутової діяльності. Диссертация посвящена исследованию и обоснованию теоретикометодологических положений идентификации и оценки экспортного потенциала аграрных предприятий и разработке практических рекомендаций по направлениям его развития. В работе исследованы методы оценки, а также проанализированы факторы развития экспортного потенциала. Усовершенствовано толкование экономической категории «экспортный потенциал», которое в отличие от существующих, объединяет структурнофункциональный, ресурсный и результативный подходы. В работе предложен адаптированный методический подход для оценки относительного экспортного потенциала на основе метода «Квадрат потенциала», который учитывает особенности деятельности сельскохозяйственных предприятий и экспортное предназначение потенциала. Проанализированы тенденции развития производства и экспорта зерна ячменя в Украине. Произведен анализ эффективности производства и экспорта зерна ячменя сельскохозяйственными предприятиями Харьковской области. На основе корреляционнорегрессионного анализа установлено, что наибольшее влияние на объемы экспорта зерна ячменя производят такие факторы как: экспортная цена зерна пшеницы, экспортная цена зерна ячменя, объем экспорта зерна пшеницы Украиной, соотношение мировой цены на зерно ячменя к внутренней цене, валовой сбор зерна ячменя в Украине. Определено, что основными стратегическими направлениями развития экспортного потенциала предприятий-производителей зерна ячменя, могут стать органическое производство и географическая диверсификация его экспорта. Сделан вывод о том, что на формирование и развитие экспортного потенциала зерна ячменя имеет институциональная составляющая. Обосновано создание заготовительносбытового кооператива, как эффективного инструментария для формирования и развития экспортного потенциала сельскохозяйственных предприятий, основными функциями которого должны стать информационнокоммуникационная, инвестиционная, ценообразующая, заготовительная и сбытовая. The dissertation is devoted to research and substantiation of theoretical and methodological positions of identification and evaluation of export potential of agrarian enterprises and development of practical recommendations on the directions of its development. In this work the methods of estimation are investigated, as well as factors of development of export potential are analyzed. In the set of basic approaches to the definition of export potential, the following approaches are defined: structural-functional, resourceful and effective. On the basis of the comprehensive consideration of scientific interpretations of the economic category "export potential" and the synthesis of certain approaches, it is proposed to consider it as a combination of resources and factors, the effective combination of which makes it possible to produce and sell the company's products in foreign markets while preserving the country's economic and environmental security. The methodical approach to the classification of factors of development of the export potential of the agrarian enterprise by applying the criterion of their attribution to the external and internal environment of the subject of economic relations, as well as the criterion of the intensity of influence on the formation and realization of the possibilities of production and its export, has been improved. Taking into account the above mentioned factors of supply, demand factors, institutional factors and infrastructure factors. The methodical approach based on the "Square of Potential" method for relative estimation of export potential of enterprises is proposed in the work. This methodological approach is to assess groups of indicators that reflect the state of such components as: "Production, distribution and marketing of products", "Organizational structure and management", "Marketing" and "Finance" enterprises. This technique has been adjusted and a new list of indicators included in the above groups has been formed, taking into account the specifics of the activity of agricultural enterprises and their export direction. The modern tendencies of development of domestic production of barley grain are investigated and determined, peculiarities of organization of Ukrainian grain barley export are analyzed. In this work, further economic and mathematical modeling of the impact of barley grain exports on the most important factors has been further developed, with the determination of the contributions of each of them in its dynamics, which allows forecasting the export of barley and make informed management decisions regarding the formation and implementation of export potential of agrarian enterprises. On the basis of the correlation-regression analysis, the dependence of the export of barley grain on the following factors was established: export price of wheat grain, export price of barley grain, wheat grain export to Ukraine, correlation of world price for barley grain to domestic price; Gross harvest of barley grain in Ukraine. The analysis of the efficiency of production and export of barley grain by agricultural enterprises of Kharkiv region is carried out. It was found that the greatest productivity of barley grain production is characteristic for enterprises with higher productivity, which, in turn, provides lower cost per unit of production. It is determined that one of the strategic directions of development of the export potential of barley grain may be its organic production. This is due to the high demand for organic grain in the world market and higher world prices. Another area of development of the export potential of barley grain is the geographical diversification of its exports. One of the promising markets for Ukrainian exporters with a significant potential for consumption is the Chinese market, an important condition for increasing export volumes on the market is grain compliance with phytosanitary standards. It was concluded that the institutional component of the state regulation of the agrarian sector of the Ukrainian economy, which is considered as a set of methods, forms, tools and institutions for the sustainable development of the agrarian sector of the economy, support of food security, has an important influence on the formation and development of the export potential of barley grain. It is noted that the mechanism of state regulation and stimulation of development of export potential of grain should include: institutional support, monetary regulation, fiscal regulation, foreign economic regulation, innovation and investment regulation, antimonopoly regulation. It was revealed that in order to minimize the external threats to the functioning and development of agricultural cooperatives, it is necessary to formulate and implement a balanced and stable state policy, to develop and harmonize the legislative framework for activities, taxation, provision of state aid to cooperatives. In order to increase the efficiency of the activity of stock-purchase cooperatives, the creation of a regional union of cooperatives, as a platform for the coordination and protection of economic interests, information and consultation, legal support of member cooperatives, was proposed.
