Інвестиційні аспекти розвитку овочівницької галузі

Abstract

UK: Подальший розвиток овочівницької галузі нерозривно пов'язаний з інвестиціями. Основна проблема галузі полягає у відсутності діючого фінансово-кредитного механізму, що стимулює: підвищення ефективності виробництва, розвиток інфраструктури овочевого ринку, створення умов для нормальної конкуренції. Інструменти такого механізму враховують пряму бюджетну державну підтримка підприємств, часткову компенсація ставок по кредитах, державні капіталовкладення в будівництво та реконструкцію меліоративних систем. Внаслідок обмеженості бюджетних ресурсів і збитковості виробництва овочів зростає також роль нетрадиційних джерел фінансування (кошти потенційних вітчизняних і закордонних інвесторів). Завданням даної статті є розробка пропозицій щодо залучення та ефективного використання інвестицій в овочівницькій галузі. Через відсутність у переважної більшості виробників овочевої продукції фінансових коштів лише окремі виробники змогли скористатися інвестиційними кредитами для придбання конструкцій теплиць і технологічного устаткування. Це є головною причиною, що перешкоджає розвитку овочівницької галузі захищеного грунту. Висока капіталоємність тепличного виробництва потребує проведення реконструкції, модернізації існуючих і будівництво нових сучасних ресурсозберігаючих тепличних комплексів з комплектом технологічного устаткування значних обсягів одноразових капітальних вкладень. EN: The further development of vegetable-growing branch is inextricably related with investments. The basic problem of branch will consist in absence of the working financial — credit mechanism which stimulates: increase of a production efficiency, development of an infrastructure of the vegetable market, creation of conditions for normal competition. Tools of such mechanism take into account direct budgetary state support of the enterprises, partial indemnification of rates under credits, the state capital investments in construction and reconstruction of ameliorative systems. Owing to limitation of budgetary resources and unprofitability of manufacture of vegetables the role of nonconventional sources of financing (means of potential domestic and foreign investors) grows also. Problems of given article is development of offers on attraction and an effective utilization of investments in vegetable-growing branch. Because of absence at the overwhelming majority of manufacturers of vegetable production of financial assets only separate manufacturers could take advantage of investment credits for purchase of designs of hothouses and the process equipment. It is the main reason interfering development of vegetable-growing branch of the protected ground. The high capital intensity of hothouse manufacture requires carrying out of reconstruction, modernization existing and construction new modern ресурсосберегающих hothouse complexes with the complete set of the process equipment, significant volumes of disposable capital investments.
