Формування концепції соціального розвитку як динамічної системи у контексті публічного управління та адміністрування

Abstract

UK: В статті розкрито удосконалення моделі соціального розвитку, зумовленої важливою загальнонауковою, теоретичною, методологічною і практичною роллю у науковому пізнанні. Представлено концептуалізацію моделі соціального розвитку на основі принципів системності та ієрархії, побудованої на міждисциплінарному дискурсі та їх практичному використанню у публічному управлінні та адмініструванні. Визначено концептуальну універсальність законів соціального розвитку та їх просторово-часову спільність функціонування між явищами і процесами соціального розвитку. Обґрунтовано категоріальну природу соціального розвитку як динамічної системи, пов’язаної із зростанням нестійкості та нестабільності сучасного суспільства, що приводить до необхідності удосконалення моделі соціального розвитку. EN: Actuality of the research theme is that the improvement of the model of social development is due to the important general scientific, theoretical, methodological and practical role in the scientific cognition of public administration. The main goal of the article is conceptualization of the model of social development and applying the principles of system and hierarchy based on interdisciplinary discourse and their practical usage for further social development. The main task of the study is to search for systemic principles and laws that determine the conceptual universality of the laws of social development, space-time commonality of functioning and establishing relationships between phenomena and processes of social development. The leading approach of the study of the theme of improvement of the model of social development is the usage of certain symmetry with some deviations from the last one, which require justification of categorical nature of social development and self-development, connected with the growth of instability and instability of modern society, leads to the necessity of improvement of the model of social development. The scientific novelty of the research is determined by the construction of a complex system of notions, categories and principles of varying degrees of commonality connected with the relations of the hierarchy and at the same time as such, which represent a certain integrity, the search for methodological tools to build a model of social development in the context of public administration and at the same time create a certain integrity of the methodological construction of hierarchy theory and analysis of complex multi-level objects of various nature. Materials of the article have practical value for managers, leaders of different levels of management, scientists involved in the field of social policy and social development.
