Державно-приватне партнерство у сфері туризму як засіб реалізації цілей сталого розвитку

Abstract

UK: В статті наводиться теоретико-економічне обґрунтування послідовності процесу стратегічного планування розвитку туризму на засадах державно-приватного партнерства, орієнтованого на людей. Предметом дослідження є характеристика державно-приватного партнерства (ДПП) як засобу реалізації макроекономічної політики. Об’єктом аналізу є процеси взаємодії державних інститутів та приватних суб’єктів господарювання у сфері туризму України. Мета дослідження полягала в теоретико-економічному обґрунтуванні ролі державно-приватного партнерства у сфері туризму для реалізації стратегії сталого розвитку регіону. Для досягнення поставленої мети були визначені наступні завдання дослідження: 1) кількісно оцінити міру зв’язку між динамікою державно-приватного партнерства та індексом людського розвитку; 2) систематизувати засоби макроекономічної політики щодо активізації державно-приватного партнерства в контексті реалізації Цілей сталого розвитку. В основу методики дослідження покладено метод порівняння паралельних рядів двох показників, один з яких є факторним, а другий – результативним. У якості факторних ознак обрано такі показники як кількість проектів державно-приватного партнерства у сфері інфраструктури та вартість цих проектів на часовому проміжку 1990-2018 років. У якості результативної ознаки обрано індекс людського розвитку для окремої країни. Наявність зв’язку між ознаками та його напрям визначалась на основі розрахунку індексу Фехнера. Проведені розрахунки дозволили виявити істотну пряму залежність між динамікою ДПП та індексом людського розвитку в Україні. Автором запропонована систематизація цілей сталого розвитку в контексті реалізації державно-приватного партнерства у сфері туризму, а також деталізовані засоби та інструменти макроекономічної політики задля його активізації. Науково-практична значущість отриманих результатів полягає у можливості їх використання при формуванні стратегій розвитку та планів реалізації державно-приватного партнерства на регіональному рівні. EN: The article provides a theoretical and economic justification of the sequence of the process of strategic planning of tourism development on the basis of people-oriented, public-private partnership. The subject of the study is the characteristic of public-private partnership (PPP) as a means of implementing macroeconomic policy. The object of the analysis is the processes of interaction between state institutions and private entities in the field of tourism in Ukraine. The purpose of the study was to theoretically and economically substantiate the role of public-private partnership in the field of tourism for the implementation of the strategy of sustainable development of the region. To achieve this goal, the following research objectives were identified: 1) to quantify the relationship between the dynamics of public-private partnership and the human development index; 2) to systematize the means of macroeconomic policy to intensify public-private partnership in the context of the Sustainable Development Goals. The research methodology is based on the method of comparing parallel series of two indicators, one of which is factorial and the other is effective. Indicators such as the number of public-private partnership projects in the field of infrastructure and the cost of these projects in the period 1990-2018 were selected as factors. The human development index for an individual country was chosen as a productive feature. The relationship between the signs and its direction were determined, based on the calculation of the Fechner index. The calculations allowed to reveal a significant direct dependence between the dynamics of PPP and the human development index in Ukraine. The author proposes the systematization of sustainable development goals in the context of public-private partnership in the field of tourism, as well as detailed tools and instruments of macroeconomic policy to enhance it. The scientific and practical significance of the obtained results lies in the possibility of their use in the formation of development of strategies and plans for the implementation of public-private partnership at the regional level.
