Аграрні розписки як інноваційна форма фінансування діяльності сільськогосподарських підприємств

Abstract

UK: Узагальнено нормативно-правове та інституціональне забезпечення механізму застосування інноваційної форми фінансування діяльності сільськогосподарських підприємств із застосуванням аграрних розписок, які є гарантійним документом двосторонньої угоди про фінансове забезпечення виробництва майбутнього врожаю. На основі ретельного вивчення та узагальнення особливостей реально діючих угод із використанням аграрних розписок, представлено етапи здійснення таких операцій. Окреслено існуючі проблеми та визначено особливості процесу залучення фінансових і матеріальних ресурсів у господарську діяльність сільськогосподарських підприємств із використанням фінансових й товарних аграрних розписок. Виокремлено основні умови ціноутворення на позикові фінансові й матеріальні ресурси та майбутню сільськогосподарську продукцію в операціях з аграрними розписками. Встановлено, що основними характерними перевагами використання аграрних розписок проти існуючих форм фінансування є: спрощений доступ до фінансових і матеріально-технічних ресурсів; суттєве зниження вартості таких ресурсів за рахунок можливості врахування валютних і цінових коливань на ринку; збільшення потенційних можливостей сільськогосподарських підприємств щодо залучення додаткових фінансових ресурсів за рахунок розширення обсягу заставних зобов’язань; суттєве розширення кола постачальників матеріальних ресурсів та гарантованих каналів збуту готової продукції майбутнього врожаю. Зазначено важливу роль міжнародних аграрних розписок, які найчастіше супроводжують форвардні угоди між виробниками й трейдинговими компаніями на поставку майбутнього врожаю сільськогосподарської продукції та сприяють переходу сільськогосподарських підприємств на якісно новий рівень співпраці щодо залучення міжнародних фінансових ресурсів від іноземних кредиторів. EN: The normative-legal and institutional support of the mechanism of application of innovative form of agricultural enterprises activity financing with the use of agrarian receipts, which are the guarantee document of the bilateral agreement on financial support of production of the future crops yield, has been generalized. The stages of implementation of such operations has been presented on the basis of careful study and generalization of the peculiarities of actual agreements with the use of agrarian receipts. The existing problems have been identified and the features of the process of attraction of financial and material resources in the economic activity of agricultural enterprises using financial and commodity agrarian receipts have been identified. The basic terms of pricing for borrowed financial and material resources and future agricultural products in transactions with agrarian receipts have been distinguished. It has been established that the main characteristic advantages of using agrarian receipts against existing forms of financing are: simplified access to financial and logistical resources; a significant reduction in the cost of such resources due to the possibility of taking into account currency and price fluctuations in the market; increasing the potential of agricultural enterprises to attract additional financial resources by expanding the amount of mortgage obligations; significant expansion of the range of suppliers of material resources and guaranteed distribution channels of finished products of the future harvest. The important role of international agrarian receipts, which most often accompany forward agreements between producers and trading companies for the supply of future agricultural produce and facilitate the transition of agricultural enterprises to a qualitatively new level of cooperation in attracting international financial resources from foreign creditors has been defined.
