Альтернативні механізми розподілу і реалізації ресурсів у соціальній сфері

Abstract

UA: В статті розглянуті актуальні аспекти проблеми нормування ресурсних витрат та розробки механізмів оцінювання досягнутих результатів у соціальній сфері. Проаналізовано ресурсне забезпечення освіти й медицини як провідних галузей соціальної сфери, визначено підходи до модернізації галузі в конкретних умовах фінансування та суспільних вимог до результатів функціонування. Виявлені залежності характеристик якості життя в Україні від умов залучення ресурсів та використання альтернативних механізмів їх реалізації. Обгрунтована можливість застосування змістовної оцінки впливу параметрів функціонування галузей національної економіки на динаміку якості життя населення в Україні. EN: One of the fundamental differences of the modern Ukraine from the developed countries is expressed in greater dependence of the welfare of the wide section of the population from the resource providing of the social policy of government and the effectiveness of the realization of the targeted programs of the social support. The actual aspects of the problem of the normalization of the resource costs and the development of the mechanisms of the evaluation of the achieved results in the social sphere have been considered in the article. The resource providing of education and medicine as the leading branches of the social sphere has been analyzed, the approaches to the modernization of the branch in concrete conditions of financing and the social requirements to the results for the functioning have been determined. The dependencies of the characteristics of the quality of life in Ukraine from the conditions of the involvement of the resources and the use of the alternative mechanisms of their realization have been revealed. The possibility of the application of the meaningful assessment of the impact of the parameters of the functioning of the branches of the national economy on the dynamics of the quality of life in Ukraine has been grounded. The conducted analysis shows the direct relationship between the tempo of the overcoming of the monopoly of state financing and the tempo of the increase of the scale of the created goods by the branches which are consumed by the households established by the proposed pair of the indicators of the assessment of the contribution of education and health to the dynamics of the quality of the life of the population of Ukraine. The problems of the domination of budget financing, in our opinion, contribute to conservation of the accessibility of the goods created by the industry, at the same time slow down significantly the processes development, prevent the expansion of the proposals and its diversification, in accordance with needs of the consumers. When state regulation is aimed not at the encouragement to the expansion of demand on highly qualified and wellpaid work, but to compensation of the lack of the income of the workers, so, the negative consequences of tax pressure (as the source of resources for the social benefits) outweigh the positive effects from the redistribution and the increase of validity of budget transfers and legally established social standards for the determination of the level and the quality of the life of the population do not solve, but preserve the problem of the low quality of the life.
