Малі форми господарювання як середовище формування середнього класу на селі

Abstract

UK : У статті проаналізовані сучасні особливості функціонування малих форм господарювання на селі. Визначено характер проблем соціально-економічного розвитку сільських громад. Доведено необхідність формування повноцінного життєвого середовища в системі сільських територій. Сформульовано основні соціально-економічні передумови формування середнього класу на селі. Досліджено сутність дефініції «середній клас» у системі сільських територій. Визначено роль представників середнього класу на селі. Доведено вплив сільського середнього класу на соціально-економічні, суспільно-гуманітарні та організаційно-адміністративні процеси в системі сільських територій. Висвітлено потенційні складники середнього класу на селі з числа суб’єктів малого аграрного підприємництва. Доведено роль фермерських господарств та особистих селянських господарств у процесі формування середнього класу на селі. Проаналізовано європейський та світовий досвід формування прошарку середнього класу в сільській місцевості. RU : В статье проанализированы современные особенности функционирования малых формы хозяйствования на селе. Обоснован характер проблем социально-экономического развития сельских общин. Доказана необходимость формирования полноценной жизненной среды в системе сельских территорий. Сформулированы основные социально-экономические предпосылки формирования среднего класса на селе. Исследована сущность дефиниции «средний класс» в системе сельских территорий. Определена роль представителей среднего класса на селе. Доказано влияние сельского среднего класса на социально-экономические, общественно-гуманитарные и организационно-административные процессы в системе сельских территорий. Освещены потенциальные составляющие среднего класса на селе из числа субъектов малого аграрного предпринимательства. EN : The article examines the essence of the category «middle class» in economic and social aspects. The lack of a unified scientific approach to interpreting the relevant population is proved. In the article the modern features of functioning of small forms of management in rural areas are analyzed. The nature of problems of socio-economic development of rural communities is substantiated. The necessity of forming a complete living environment in the system of rural territories has been proved. The main socio-economic preconditions for the formation of the middle class in the countryside are formulated. The essence of the definition of «middle class» in the system of rural territories is investigated. The role of middle class representatives in the countryside has been identified. The influence of the rural middle class on the socio-economic, social, humanitarian and organizational-administrative processes in the system of rural territories has been proved. The potential components of the middle class in the village from among the subjects of small agrarian entrepreneurship are highlighted. Dynamics of indicators reflecting the nature of socio-economic activity of agricultural producers are analyzed. The regional peculiarities of the development of subjects of small agrarian entrepreneurship as a basis of the middle class are investigated. The role of farms and private farms in the process of formation of the middle class in the countryside is proved. The European and world experience of forming the middle class layer in rural areas is analyzed. The complex of factors that caused the process of property differentiation in the system of the Ukrainian village is formulated. The main problems to be solved in the process of formation of the middle class in the system of rural territories are identified. The authors propose a set of indicators that can be used to analyze the development of the rural middle class. The necessity to include both purely economic and social indicators in the list is justified. The importance of personal peasant farms in the process of becoming middle class in the system of rural territories is proved. Their role in solving economic and social issues of Ukrainian village development is analyzed.
