Поведінкова економіка самоменеджменту в прийнятті рішень в умовах високої невизначеності

UA: У статті досліджено особливості застосування поведінкової економіки до процесу самоменеджменту в умовах високої невизначеності, що характеризується нестабільністю зовнішнього середовища, інформаційною неповнотою та зростанням ризиків. Обґрунтовано актуальність проблеми підвищення ефективності прийняття індивідуальних управлінських рішень з урахуванням когнітивних викривлень та психологічних факторів, які обмежують раціональність поведінки. Самоменеджмент розглянуто як багаторівневу систему організації особистих ресурсів, що може бути вдосконалена через інтеграцію поведінкових підходів і механізмів адаптивного управління. Метою роботи є виявлення впливу когнітивних чинників на процеси самоменеджменту та розроблення концептуальної моделі прийняття рішень, яка поєднує раціональні економічні засади з поведінковими закономірностями. Методологічна основа ґрунтується на міждисциплінарному підході, що охоплює методи поведінкової економіки, теорії прийняття рішень, когнітивної психології та системного аналізу. Використано порівняльний аналіз наукових публікацій, логіко-структурне узагальнення, сценарне моделювання та методи ідентифікації ключових когнітивних викривлень. Отримані результати свідчать, що найбільший вплив на продуктивність самоменеджменту в умовах невизначеності справляють ефект якоря, надмірна самовпевненість, евристика доступності та уникнення втрат. Встановлено, що інтеграція поведінкових механізмів у процеси планування, контролю та оцінювання дає змогу формувати адаптивні стратегії, здатні мінімізувати дію зазначених викривлень. Запропонована модель самоменеджменту ґрунтується на гнучкому плануванні, реалістичному визначенні ризиків, застосуванні інструментів корекції когнітивних помилок та використанні поведінкових стратегій для поліпшення результативності особистих рішень. Поєднання раціональних і поведінкових засад у системі самоменеджменту сприяє підвищенню адаптивності та стійкості індивідуальної діяльності за умов інформаційної неповноти та ризику. Практичне значення наукової роботи полягає в можливості застосування отриманих результатів у сфері особистої ефективності, професійного розвитку, стратегічного планування та психологічної підтримки процесів прийняття рішень. Подальші дослідження доцільно спрямувати на розроблення прикладних інструментів, що інтегрують поведінкові підходи до індивідуальних та організаційних систем управління. /// EN: The article examines the specific features of applying behavioral economics to self-management processes under high uncertainty, characterized by environmental instability, informational incompleteness, and increasing risks. The relevance of enhancing the effectiveness of individual managerial decision-making is substantiated, with a focus on cognitive biases and psychological factors that limit behavioral rationality. Self-management is conceptualized as a multi-level system of personal resource organization, which can be improved through the integration of behavioral approaches and adaptive management mechanisms. The purpose of the study is to identify the impact of cognitive factors on selfmanagement processes and to develop a conceptual model of decision-making that combines rational economic principles with behavioral patterns. The methodological basis relies on an interdisciplinary approach that integrates the methods of behavioral economics, decision theory, cognitive psychology, and systems analysis. A comparative analysis of scientific publications, logical-structural generalization, scenario modeling, and methods for identifying key cognitive biases were employed. The results demonstrate that the anchor effect, overconfidence, availability heuristic, and loss aversion exert the strongest influence on the effectiveness of selfmanagement under uncertainty. It has been established that the integration of behavioral mechanisms into planning, monitoring, and evaluation processes enables the formation of adaptive strategies capable of minimizing the impact of these biases. The proposed self-management model is based on flexible planning, realistic risk assessment, the application of tools for correcting cognitive errors, and the use of behavioral strategies to enhance the effectiveness of individual decision-making. The combination of rational and behavioral foundations within the selfmanagement system contributes to increasing adaptability and resilience of individual activity under conditions of informational incompleteness and risk. The practical significance of the study lies in the possibility of applying the obtained results in the fields of personal effectiveness, professional development, strategic planning, and psychological support for decision-making processes. Further research should be directed towards the development of applied tools that integrate behavioral approaches into individual and organizational management systems.

Enhancing Community Cooperation through Network Governance and Smart Specialisation to Mitigate Social Conflicts

EN: Introduction: The relevance of the research topic is primarily in introducing the concepts of network management and smart specialisation to strengthen social ties, avoid social conflicts and increase the competitiveness of communities through interactive information exchange and active participation of stakeholders. Objectives: The main aim of writing a scientific article is to substantiate the need to apply network management practices and smart specialisation within the framework of community cooperation to prevent social conflicts. Methods: During the study, several general scientific methods of cognition were used, including induction, synergy, comparative analysis, deductive and analytical methods, and systematisation and generalisation. Results: The study identified areas for effectively implementing network management principles in Ukraine, including developing a unified methodology for evaluating results, a long term register of initiatives and partnership mechanisms, strengthening territorial communities, adapting the project approach, and increasing its maturity. In addition, priority areas for improving the current strategy of smart specialisation of Ukraine's regions and ways to optimise community cooperation have been identified, including introducing a data collection system, coordinating participants, integrating technologies, and developing communication strategies. Conclusions: Thus, the developed measures to optimise community cooperation, based on network management and smart specialisation of regions, allow for meeting society's current needs and strengthening the community population's trust in state institutions, ensuring their effectiveness and sustainable development of the region of Ukraine.

EN: The article researshes indicators of the development of the economy of Ukraine for the period 2019-2023. The problems that have a negative impact on the economy of Ukraine, caused by full-scale military aggression, have been researched. The article consolidates anti-crisis measures aimed at stabilizing the regional economy in war conditions, taking into account the positive results of the experience of previous periods. The work offers means of retraining labor resources and ways to solve problems related to the shortage of personnel. /// UA: У статті розглядаються індикатори розвитку економіки України за період 2019-2023 років. Проблеми, які негативно впливають на економіку України через повномасштабну військову агресію, були досліджені. Стаття консолідує антикризові заходи, спрямовані на стабілізацію регіональної економіки в умовах війни, враховуючи позитивні результати досвіду попередніх періодів. Ця робота пропонує можливості перепідготовки робочих ресурсів і шляхи вирішення проблем, пов'язаних із нестачею кадрів.

Стратегія адаптації до змін клімату як основа економічного розвитку агропідприємств та створення кліматично орієнтованої продовольчої системи

UA: У статті констатовано, що зміни клімату становлять серйозну загрозу для ля економічного розвитку агропідприємств та продовольчої системи. Проаналізовано сучасні наукові дослідження та практичні підходи з адаптації аграрного сектору до кліматичних змін. Обгрунтовано необхідність розробки Стратегії адаптації до змін клімату, яка б забезпечувала комплексний підхід до управління ризиками, ресурсами та виробничими процесами агропідприємств. Підкреслено, що її реалізація сприятиме формуванню кліматично орієнтованої та ресурсоефективної продовольчої системи. Наголошено, що фінансові стимули та розвиток інноваційних агротехнологій є ключовими чинниками успішної реалізації Стратегії з адаптації, а комплексне поєднання управлінських і адаптаційних заходів забезпечить впровадження інноваційних кліматично-орієнтованих бізнес-моделей та створення кліматично-орієнтованої продовольчої системи. /// EN: The article establishes that climate change poses a serious threat to the economic development of agricultural enterprises and the food system, particularly due to the increasing frequency of extreme weather events, droughts, and temperature fluctuations, which negatively affect crop yields and the efficiency of natural resource use. Contemporary scientific research and practical approaches to adapting the agricultural sector to climate change are analyzed. The necessity of developing a Climate Change Adaptation Strategy is substantiated, one that would ensure a comprehensive approach to managing risks, resources, and production processes of agricultural enterprises. It is determined that the Adaptation Strategy should integrate economic, technological, and environmental aspects; include the implementation of climate-smart practices; ensure precise management of water and land resources; promote the use of crop varieties resilient to climate risks; and incorporate agroforestry measures. It is emphasized that the implementation of the Adaptation Strategy should be accompanied by systematic monitoring of the effectiveness of measures, adjustment of priorities in accordance with changing natural and climatic conditions, and integration with national and international climate policy initiatives. The article highlights that the implementation of the Adaptation Strategy will increase agricultural productivity, optimize costs, and strengthen the financial resilience of agricultural enterprises under conditions of climate instability. It is underlined that its implementation will contribute to the formation of a climate-oriented and resource-efficient food system. It is stressed that state support, financial incentives, and the development of innovative agricultural technologies are key factors for the successful implementation of the Adaptation Strategy, while a comprehensive combination of managerial and adaptation measures will ensure the introduction of innovative climate-oriented business models and the establishment of a climate-oriented food system.
